All You Need to Know About PNBP in Bali Visas

PNBP is Penerimaan Negara Bukan Pajak (Non-Tax State Revenue), an official government charge paid by an individual/company because they receive a specific government service (not an income tax, and not a “private” fee). In immigration, PNBP is the government’s official fees for immigration services, such as:

• Visa issuance (e-Visa / offshore visa)
• Stay permits (Izin Tinggal Kunjungan/ITK, Izin Tinggal Terbatas/ITAS, Izin Tinggal Tetap/ITAP)
• Re-Entry permits (Izin Masuk Kembali / MERP for KITAS/KITAP holders)
• Other immigration services listed on the official tariff page

How PNBP shows up in real visa/stay-permit cases

1) VOA / e-VOA

For tourists, you’ll often hear “VOA price”, that’s essentially a PNBP charge for the VOA service. Indonesia Immigration has stated the VOA tariff is Rp 500,000 (at least as of that policy statement).

2) Extensions and stay-permit fees

When you extend or convert into a stay permit, the payment you make to Immigration for that permit is also PNBP. The official Immigration “Biaya Keimigrasian” page lists ITK 30 days Rp 500,000, ITK 60 days Rp 1,000,000, ITAS 1 year Rp 3,000,000, etc.

3) Some visas have “PNBP components” (multiple line items)

For certain longer visas/permits, Immigration may present PNBP as a bundle of components (still all government fees, just split by type). Example from one visa page: it explicitly labels “Biaya (PNBP)” and breaks it into Biaya visa, Biaya Izin Tinggal, Biaya Verifikasi II, and Biaya Izin Masuk Kembali.

PNBP vs “agency fee”

• PNBP = government fee (must match official tariffs; goes to the state).
• Agency/service fee = private payment for help (document checking, form filling, sponsor/guarantor services, courier, appointment handling, etc.). This is not PNBP.
