This document helps immigration assess the applicant’s financial support, legal compliance, and intention to leave Indonesia before their visa expires. It is commonly required for sponsored visas, business visits, long-stay permits, and applications involving minors.

What is the purpose of a letter of guarantee?

Its purpose is to prove to Immigration that:

  • The foreigner has a real sponsor inside Indonesia
  • The sponsor accepts legal responsibility for the visitor’s activities
  • The sponsor will cover costs if the foreigner overstays or is deported
  • The visit has a clear purpose (business, study, family, etc.)

It is required for most non-tourist visas (C1/211A, business, study, work, family) but not needed for regular tourist VOA/eVOA.

 

Who Needs a Letter of Guarantee

1. Visa applicants sponsored by an individual

Foreigners applying for sponsored visit visas (like family, social, or non-tourist purposes) need a guarantee letter from an Indonesian individual, such as a friend, spouse, or family member, who is acting as the guarantor.

2. Visa applicants sponsored by a company/organization

For business visas, work visas, internships, research, training, or company visits, the Indonesian company must provide a guarantee letter signed by an authorized representative (HR, director, commissioner, etc.).

3. Specific non-tourist visa types that require a sponsor

A guarantee letter is mandatory for visa types that legally require a sponsor, such as:

  • C1/211A Visit Visa (for the C1 Tourist Visa, some nationalities can apply independently, while others are required to apply through an Indonesian guarantor)
  • Business Visit Visa
  • Work KITAS, Investor KITAS, Director/Commissioner KITAS
  • Student, research, family reunion visas
  • Extensions or conversion of stay permits (visit → ITAS, ITAS → ITAP)

Tourist visas (VOA/eVOA) do not require a guarantee letter.

4. Foreign minors applying for long-stay sponsored permits

If a foreign child applies for a stay permit based on an Indonesian parent (or a foreign parent with ITAS/ITAP), the parent must issue the guarantee letter.

Note: This applies to long-stay family permits, not for normal tourist entry, where minors do not need a guarantee letter.

 

Who Provides a Letter of Guarantee?

1. Indonesian individuals (WNI)

An Indonesian citizen with a valid e-KTP can act as a personal guarantor for certain visa types. Typical examples:

  • Indonesian spouse guaranteeing a foreign husband/wife
  • Indonesian parents guaranteeing a foreign child
  • Indonesian family or close friends sponsoring a social/family visit

Official Immigration guidance on change of guarantor shows that Indonesian spouses and parents regularly act as guarantor, and must attach marriage or birth certificates with their request.

2. Indonesian companies and business entities

An Indonesian company can register as a corporate guarantor and provide letters of guarantee for:

  • Business visit visas
  • Work visas / KITAS
  • Investor / director stay permits
  • Internships, training, research, etc.

The Directorate General of Immigration explains that corporate guarantors must be a registered legal entity, not in legal dispute, actively operating, and have sufficient funds to guarantee the foreigner.

On the official eVisa site, guarantor registration explicitly separates “Guarantor for Individuals (Indonesian citizens) and corporations who will guarantee foreigners to apply for visas.”

In practice, many visa agencies operate through their own Indonesian PT and act as the corporate guarantor for clients, this follows the same “Indonesian legal entity” requirement under Immigration regulations.

3. Educational institutions and organizations

For study, exchange, or research visas, the guarantor is usually:

  • An Indonesian university or school
  • A recognized research institution or foundation

They issue the guarantee letter on official letterhead and register as a corporate guarantor in the eVisa system, like any other legal entity.

4. Family-based and long-stay sponsors

For long-stay, family, or status-conversion cases, the guarantor is usually:

  • Indonesian spouse or parent (for marriage/family-based ITAS/ITAP)
  • Sometimes a company, if your stay is tied to employment or investment

Regional Ministry of Law and Human Rights offices list the Indonesian spouse or parent as the one submitting the guarantee/request letter and supporting documents for these permits.

 

How Can I Get a Letter of Guarantee?

A letter of guarantee is not something you “buy” from Immigration. It is a document issued by your Indonesian sponsor who agrees to take responsibility for you. Here’s how to get it in a simple, realistic way.

1. Make sure your visa actually needs it

  • Not all visas require a guarantee letter. In general, you do need one if your visa is sponsored (family, business, work, study, long-stay).
  • You usually do not need it for short tourist stays using Visa on Arrival (VOA/eVOA) or visa-free entry.
  • For the C1 Tourist Visa, the guarantor requirement depends on nationality, some nationalities can apply independently, while others must apply through an Indonesian guarantor.
  • If your visa checklist mentions a “letter of guarantee”, then you must provide it.

2. Find a valid sponsor in Indonesia

Your guarantor must be based in Indonesia and legally eligible to sponsor you, for example:

  • An Indonesian citizen (spouse, friend, or family member) with a valid e-KTP
  • An Indonesian company that invites you for business, work, internship, research, etc.
  • A school or university if you are coming to study
  • A licensed visa agency that uses its Indonesian company as your sponsor

3. Ask your sponsor to prepare the letter

    • Their full identity and contact details
    • Your full name, passport number, nationality
    • Purpose of your visit and planned length of stay
    • A clear statement that they take legal and financial responsibility for you, will follow Immigration rules, and will ensure you leave Indonesia on time

For individuals, the letter is often signed on stamped paper (“materai”) as a formal declaration.

4. Add supporting documents

Immigration normally asks for the guarantee letter plus documents that prove the sponsor and the relationship are real. Depending on the case, this may include:

  • Sponsor’s ID (e-KTP) or company documents (deed, NIB, NPWP, etc.)
  • Proof of funds (bank statements) from you or your sponsor
  • Proof of relationship for family cases (marriage certificate, birth certificate, etc.)

Always follow the specific checklist for your visa type, because requirements can vary.

5. Submit it with your visa or stay-permit application

Once the letter is ready:

  • For online eVisa, your sponsor uploads it through their evisa.imigrasi.go.id account together with your other documents.
  • For embassy/consulate applications, you include the signed letter and copies of the sponsor’s documents in your visa file.
  • For extensions or conversions inside Indonesia, your sponsor submits a new guarantee letter to the local Immigration office.

 

What the Guarantee Covers in Indonesia

A guarantee letter in Indonesia is a legal promise from your sponsor that they take responsibility for you during your stay. Under Indonesia’s Immigration Law, the guarantee covers four main areas:

1. Your presence and activities

The sponsor guarantees that you will stay at your reported address, follow the purpose of your visa, and not engage in prohibited or illegal activities.

2. Reporting obligations

If you change your address, civil status, or immigration status, the sponsor must report these changes to Immigration.

3. Financial responsibility

If you overstay or are deported, the sponsor is responsible for paying all related costs, including transportation out of Indonesia.

4. Compliance with immigration rules

The sponsor guarantees that you will obey Indonesian laws and visa conditions, and that all information in your application is truthful.

In short, the guarantee covers your location, activities, legal compliance, and any potential costs related to your stay in Indonesia.

 

What documents does a guarantor need to provide?

If the guarantor is an Indonesian individual

They typically need to provide:

  • Letter of Guarantee
  • Copy of e-KTP (Indonesian ID card)
  • Letter of Request (Surat Permohonan)
  • Proof of address (domicile certificate, if requested)
  • Proof of financial capability (bank statements, sometimes required)
  • Relationship documents for family-based visas (marriage/birth certificates)

If the guarantor is an Indonesian company or institution

They usually need:

  • Letter of Guarantee on company letterhead
  • Letter of Request signed by an authorized person
  • Company documents:
    • Deed of establishment + amendments
    • NIB/SIUP (business license)
    • NPWP (tax registration)
    • Domicile letter
    • e-KTP of the director/authorized signatory
  • Sector-specific documents (e.g., RPTKA for work visas, university letter for student visas)

 

How long is a letter of guarantee valid?

A letter of guarantee in Indonesia does not have a fixed expiry date. Its validity follows the visa or stay-permit process it is used for.

In simple terms:

  • It is valid only for the visa application or stay permit it supports.
  • Once that process is finished, the letter is considered “used.”
  • If you apply for a new visa, extension, or change of status, you must provide a new, freshly dated guarantee letter.

So the guarantee remains in effect as long as your stay permit is valid, but the letter itself must be reissued for each new immigration procedure.
