An Exit Permit Only (EPO) is a written official permit issued by Indonesian Immigration that allows a foreign national (WNA) holding a stay permit (ITAS/KITAS or ITAP/KITAP) to leave Indonesia and officially terminate their stay permit. It essentially cancels your current stay permit so your immigration record is closed properly before departure.
What is an EPO
Under Permenkumham No. 22 Tahun 2023 (Visa & Izin Tinggal), when a foreigner still has a valid ITAS (KITAS) or ITAP (KITAP) but wants to end it, they (or their sponsor/guarantor) apply for an exit permit only to terminate the stay permit.
In practice, EPO is used to “close” your KITAS/KITAP record so it is properly ended in immigration’s system. (If you don’t close it correctly, it can cause issues later when you apply for a new visa/permit.)
Who Needs an EPO
Typically, holders of ITAS/KITAS or ITAP/KITAP who will leave Indonesia and no longer use that same stay permit, for example:

- You’re leaving permanently (or at least not returning on that same permit)
Who Does Not Need an EPO
- Short‑stay visa holders (e.g., tourist visa, VOA, Visit Visa): these visas end naturally with exit and do not have a stay permit to cancel. You can usually exit without an EPO.
- Foreigners who never obtained a stay permit (e.g., on visa‑exempt/VOA stay): no resident permit exists to cancel, so EPO isn’t used.
- Foreign nationals already outside Indonesia with no active permit: they don’t need an EPO to depart.
