Yes, as long as the PT PMA has the appropriate KBLI code along with the correct business licenses and operational permits to obtain a license to sell alcoholic beverages in Indonesia. However, the exact requirements depend on the company’s specific business activities.
How are licenses for the sale and purchase of alcoholic beverages issued in Indonesia?
Licensing for the trade of alcoholic beverages in Indonesia is regulated by Minister of Trade Regulation No. 25/2019 concerning the Sixth Amendment to Minister of Trade Regulation No. 20/M-Dag/Per/4/2014 on the Control and Supervision of the Procurement, Distribution, and Sale of Alcoholic Beverages (“Permendag Mikol”).
Under Permendag Mikol, alcoholic beverages are defined as beverages containing ethanol and ethyl alcohol (C2H5OH) that are processed from agricultural products containing carbohydrates through fermentation and distillation or fermentation without distillation. These alcoholic beverages are divided into three (3) categories, namely:

Based on the categories above, licensing for the sale and purchase of alcoholic beverages in Indonesia may be obtained by large-scale distributors or importers, retailers of sealed packages, and/or businesses selling directly to consumers onsite.
It should be noted that among PT PMA, only those that sell directly to consumers onsite, such as bars, lounges, restaurants, and cafes, are eligible to hold a license for the trade of alcoholic beverages in Indonesia.
Can a PT PMA obtain a license to sell alcoholic beverages?
As previously explained, a PT PMA can obtain a license to sell alcoholic beverages as long as it uses the appropriate KBLI code and sells directly to consumers onsite.
Therefore, the only PT PMA companies eligible for this license are those with KBLI codes that allow for the direct sale of alcoholic beverages to consumers, such as:
- Food Service Activities in Permanent Buildings (Aktivitas Penyediaan Makanan di Bangunan Tetap) – KBLI 56101,
- Bar Activity (Aktivitas Bar) – KBLI 56301,
- Bar/Café Activity (Aktivitas Rumah Minum/Kafe) – KBLI 56303;
- Hotel and Similar Accommodation Activities (Aktivitas Penyediaan Hotel dan Akomodasi Sejenisnya) – KBLI 5510 and its derivatives.
This is because, in essence, PT PMA companies are prohibited from engaging in businesses that are closed to foreign investment, three of which are:
- The alcoholic beverage manufacturing industry – KBLI 11010,
- The wine manufacturing industry – KBLI 11020, and
- The malt-based beverage manufacturing industry – KBLI 11030.

However, specifically for PT PMA to be established in Bali, the Bali Provincial Government has now introduced a new policy restricting such companies from holding certain KBLI codes, including those relating to the sale and purchase of alcoholic beverages, as stipulated in the letter from the Governor of Bali dated 28 January 2026, reference number B.27.000/642/PM/DPMPTSP.

Therefore, PT PMA seeking a license to sell alcoholic beverages are those that sell directly to consumers onsite, such as in restaurants, bars, and cafes. PT PMA engaged in the production of alcoholic beverages as classified under KBLI codes 11010, 11020, and 11030 will not be able to obtain a license in Indonesia, includes several KBLI codes that have been restricted by local authorities, such as the restrictions imposed by the Bali government on certain KBLI codes.

Documents Required
To obtain a license to buy and sell alcoholic beverages, a PT PMA must also submit several required documents, namely:

- Documentation showing your appointment as a direct seller by a distributor or sub-distributor.
- The NPPBKC (Excise Taxable Goods Entrepreneur Identification Number) issued by Indonesia Customs
- Technical data form for the Certificate of Direct Seller of Alcoholic Beverages (SKPL)
- Local Permits: Venue-specific permits, such as TDUP (Tourism Business License), are needed for hospitality venues
What is The NPPBKC, SKPL, and TDUP mean?
NPPBKC
It stands for Nomor Pokok Pengusaha Barang Kena Cukai (Excise Taxable Goods Entrepreneur Identification Number). This is a mandatory excise registration and operating license for businesses handling alcoholic beverages and other excisable goods in Indonesia.
For PT PMA, it’s issued by Directorate General of Customs and Excise (Bea Cukai). It is required for alcoholic beverages business that operating as manufacturers, storage providers, importers, distributors, or retail sellers of excisable goods.
SKPL
It stands for Surat Keterangan Penjual Langsung (Direct Seller of Alcoholic Beverages). This is a mandatory operational license for PT PMA that want to sell and serve alcoholic beverages for direct consumption on site legally.
There’s three (3) types of SKPL based on the alcohol percentage:
- SKPL – A: Alcohol content of up to 5%
- SKPL – B: Alcohol content above 5% and up to 20%
- SKPL – C: Alcohol content above 20% and up to 55%

TDUP
It stands for Tanda Dasar Usaha Pariwisata (Tourism Business Licensing). Based on the new OSS System, TDUP is already covered by the appropriate KBLI, NIB, Standard Certificate, and other sector-specific approvals. That’s why a PT PMA must have correct KBLI, NIB, and others requirement before applying to sell alcoholic beverages. An appointment letter from a licensed distributor or subdistributor may also be required.
Restriction to Note
There are several things that a PT PMA wishing to buy and sell alcoholic beverages must take into account, such as certain restrictions that must not be violated in order for the business to run smoothly.
- Distribution prohibition: A PT PMA is prohibited from distributing alcohol to third parties. A PT PMA wishing to buy and sell alcoholic beverages may only do so directly to customers at the business premises;
- Zone: A PT PMA must be located in a zone that is appropriate and authorized for the business of buying and selling alcoholic beverages. The company must meet the requirements specified for that location in order to operate its business and obtain a license to buy and sell alcoholic beverages;
- Distillation: A PT PMA may obtain a license to engage in the sale and purchase of alcoholic beverages, but not for business activities involving the manufacturing, distillation, or production of alcoholic beverages. This is because the business of producing alcoholic beverages is entirely off limits to PT PMA, as specified in KBLI 11010, KBLI 11020, and KBLI 11030.
