You can apply for a Bali visa before fully booking your hotel, as long as you have a real accommodation address to enter on your application and the All Indonesia Arrival Card. Hotel Booking Rules for Bali Visa Applications

1. For Visa on Arrival (VOA/e-VOA)

Official Requirement

  • Passport (valid 6+ months)
  • Indonesia does not ask you to upload a hotel booking for VOA/e-VOA.

But in practice

  • You must complete the All Indonesia Arrival Card, which asks for:
    Where you will stay (hotel/villa address)
  • Immigration officers may ask to see your booking if anything looks unclear.

2. For C1/211A Visit Visa (Tourist Visit Visa)

There is no visa application needed, but:

  • You must fill the All Indonesia Arrival Card

4. All Indonesia Arrival Card: Accommodation Now Mandatory Field

Since October 2025, the new All Indonesia digital declaration (replacing separate customs/health forms) is mandatory for arrivals and includes accommodation details as a required data field: travellers must enter their lodging address in Indonesia and receive a QR code for arrival.

This means that even if your visa was approved without uploading a hotel document, you still need a place and address ready to fill in the All Indonesia form before flying.

Requirements for the e-VOA Application

  1. Passport
    6+ months validity from date of entry.
  2. Eligible nationality
    Must be from a VOA-eligible country (97 nationalities).
  3. Proof of accommodation / address in Indonesia
    For the new All Indonesia declaration, you must provide your hotel/villa/home address.
  4. Online application via official portal
    Apply through the official Immigration portal (evisa.imigrasi.go.id), create an account, complete the form, upload documents, and pay the fee online.

Travelers needing 60–180 days in Indonesia or nationalities not eligible for VOA.

Because Immigration wants an address but not necessarily a fully paid 2-month stay, travellers often use these strategies (all legal if done honestly):

  • Fully Refundable Hotel Bookings
    • Many OTAs (Booking.com, Agoda, etc.) offer bookings with free cancellation or payment at property.
    • You can secure a room, get a reservation confirmation, and adjust later if your visa dates change.
  • Short Initial Stay + Move Later
    • Immigration normally only cares about your first address in Indonesia; travellers online confirm that giving the first hotel/villa is sufficient even if you move later.
  • Staying with Friends/Family
    If you stay with a friend or at a rented private villa, you can use:

    • Their full address and phone number
    • Any rental agreement, lease, or invitation letter as proof if needed.
  • Avoiding Fake Bookings
