A Surat Keterangan Tempat Tinggal (SKTT) is Indonesia’s Temporary Residence Certificate, often translated as a Certificate of Domicile. It is an official document issued by the local Population and Civil Registry Office (Dukcapil) to record your legal address while living in Indonesia.

All foreigners holding a KITAS are required to have an SKTT, as it serves as formal proof of your temporary residence and must match the address listed on your KITAS.

This document is essential for various administrative processes during your stay in Indonesia.

 

SKTT Requirements

From You (Applicant)

  • Completed SKTT forms (F-1.08, F-1.09, F-1.62), issued by Dukcapil
  • Scan of passport (identity + signature pages; color scan only)
  • Passport valid for at least 18 months with minimum 2 blank pages
  • Scan of KITAS (digital, stamp, or sticker in passport)
  • Recent passport-style photos:
    • 3×4 size
    • Usually 3 copies
    • Red background (required in many regions)
  • Domicile Letter (Surat Keterangan Domisili) issued by your local banjar or other local authorities in your area
  • Birth certificate (English or Indonesian)
  • Copy of STM (Surat Tanda Melapor) / Police Report Certificate, if required in your region
  • Personal details required by Dukcapil:
    • Blood type
    • Father’s full name
    • Mother’s full name
    • Religion
    • Marital status

Benefits of Having SKTT

  • Use it as the official document that confirms your residence status in Indonesia.
    SKTT records your legal address in the national population system and confirms that you are registered as a temporary resident. This helps the local government monitor where foreigners live and what public services they receive.
  • Required for KITAS extensions and address updates/mutation
    Many Dukcapil offices explicitly state that SKTT is mandatory for foreigners with a KITAS. Not having it can cause problems in later administration.
  • Often required for opening bank accounts
    Several Indonesian banks list SKTT/KITAS/KITAP as supporting documents for foreigners opening a savings account. Some banks accept just a passport + KITAS, but many still ask for SKTT or a domicile certificate as part of their internal compliance checks (CDD).
  • Needed to register/renew a vehicle
    Guidance on vehicle ownership for foreigners often includes a mix of: passport, KITAS/KITAP, and a domicile document. These are used to issue STNK/BPKB or to register a vehicle in your name in Indonesia.
  • Useful for renting long-term accommodation or school registration
    Landlords, notaries, and some schools or universities may ask for official proof of address.

Please note: this document does not provide permanent residency or any form of long-term immigration status. It is simply an administrative record and cannot be used to claim permanent stay rights in Indonesia.

It also does not replace a visa or stay permit. You still need a valid visa, KITAS, or other authorized permit to legally remain in Indonesia.

 

Validity & Renewal

In practice, SKTT validity follows your temporary stay permit and your registered domicile.

  • Validity follows your KITAS
    SKTT for foreigners with ITAS is issued for the same period as the KITAS, often up to 1 year at a time. In Jabodetabek, for example, SKTT/SKM is explicitly described as valid for 1 year and tied to KITAS status.
  • Renew when you extend KITAS
    When you renew your KITAS, you are expected to renew your SKTT so that:

    • The validity dates match your new ITAS period.
    • Your address and civil data stay up to date in the population system.
  • Update SKTT if you move house (address mutation)
    If you change address within the same city or move to another city/regency, you must:

    • Report your move to Dukcapil.
    • Use your SKTT to process a “Surat Keterangan Pindah” or local “mutasi” and issue a new SKTT reflecting your new address.

 

Common Issues to Avoid

  • Domicile address not matching KITAS
    If the address on your SKTT, KITAS, and sponsor letters are different, Dukcapil may delay or reject issuance. This mismatch can then cause problems when you extend KITAS, register vehicles, or move to another city.
  • Incorrect sponsor data
    For spouse KITAS holders, sponsor data (Indonesian spouse’s KTP and KK) must exactly match civil records. For work/investor KITAS, company name, NIB, and legal documents must be consistent across immigration and Dukcapil files.
  • Missing birth certificate or unclear passport scan
    Several Dukcapil checklists still ask for a birth certificate and clear color scans of your passport identity page. Blurry scans or missing documents can slow verification or require re-submission.
  • Differences in requirements between cities
    Each Dukcapil can set slightly different technical requirements (photo size, number of copies, etc.). Always double-check the latest list on your local Dukcapil website before submitting.

 

SKTT vs Other Documents (Quick Clarification)

  • SKTT
    Who it’s for: KITAS holders
    Who issues it: Dukcapil
    What it does: It’s your temporary resident ID + registered address, similar in function to a KTP for Indonesians, and the validity usually follows your KITAS/ITAS.
  • KTP Orang Asing
    Who it’s for: KITAP holders, age 17+ or married.
    Who issues it: Dukcapil
    What it does: It’s your long-term resident ID card, with your NIK and address, similar to an Indonesian e-KTP but marked for foreigners.
  • Surat Domisili
    Who it’s for: Anyone (Indonesian or foreigner) who needs official proof of where they live.
    Who issues it: Local level (RT/RW or kelurahan/village).
    What it does: It’s a short-term domicile letter, often used as a supporting document to apply for SKTT, bank accounts, school, or other services.
